why the ITC not applicable to the
composition dealer?

COMPOSITION DEALERS CAN'T USE INPUT TAX CREDIT AS HE/SHE OPT FOR COMPOSITION AND PAY TAX @ 1% AND NOT EVEN ON ACTUAL SALES 

SO ITC IS NOT AVAILABLE ON PURCHASES BILLS

They have to pay concessional rate of only 1% on their turnover
