please explain , if promotional toys purchase at the rate of 12℅ gst, and they packed inside in namkeen,snacks,chips packets(1 toys free with every namkeen pouch),
then ITC on purchase of toys is reversed or not?

No....... As per Circular 92/11/2019 GST , It is treated as .supply of Two Goods for the price Of One.
