I have more ITC in electronic credit leadger this are all in purchase input so if it is possible to claim refund, im not sale export and sez. otherwise if possible plz guide us.

No you cannot claim refund of ITC.
No you cannot , refund can be claimed only as per condition prescribed in Section 54 of CGST Act
