ITC query GST
I take input for September month purchase bill, but supplyer fail to return his GSTR 1 , what can I do

Say to him for filling his GSTR-1 return with that bill

1) Ask him to file GSTR 1
2) if not responded Send him (in writing ) a letter to file GSTR 1 with all details - keep a copy with you
3) keep all details of Tax payment made to him .
On or before September of the next FY or before filing of Annual return. which is earlier...

Time limit to Claim ITC for F.Y 2019-20 is September 2020 return or Annual return whichever is earlier .

In such cases, you can take the position to avail the credit, based on vendor invoices. In order to safeguard your interest, you should continue following up with vendor to report all such invoices in their GST returns.
Tell your Supplier to upload your Tax Invoice in his GSTR-1 so that you can claim ITC.
