kindly advice me why we should not take ITC on stock transfer

From which based query this one?
If it is with in state it is being transferred on Delivery challan.(So can't claim ITC)
If it is transfer to another state branch , is transfer on Tax Invoice & ITC can be claim
(Note : Above mentioned transaction is Under single Pan )
