If in the purchase invoice, your GSTIN along with your name is not mentioned then you can't take credit on the same.
I cannot get your query ,

i got my registration in aug2017, i purchased some services in july2017 , that july bills uploaded with sep month gstr1 by vendor with my gst no.
in this case i can take ITC or not?
