Example, If X, a Goods Transport Agency provides services to Y (Recipient) by gst invoice. Can X take itc?

If the supplier not registered then rcm to be paid by recipient?
No ... only If GTA has charge GST @ 12% on his Bill (Refer notification 22/2017 CT (r)
