can ITC be refunded on GST paid in construction and building material which is used for business operations and expansion.

Yes you can claim ITC Provided that Construction material purchased from registered dealer (except composition dealer) Nd they issue Tax invoice.

ITC on work contract not available
you can claim on purchase as well opening stock of material but purchase before one year of appointed date 01-07-2017. You have to file TAN 1 you have valid invoice for the same.
