No....... Your principal is eligible to claim ITC if goods supplied from principal's place of business....

Madam Jobworker Is Registered In GST..And He Purchased Material Like Thread,Buttons,Zippers,Etc.On His Own Not Supplied By Principal And Charged Accordingly In Invoice as Job Work Charge and Charged 5% GST. In This Case he his eligible to Take ITC on Thread,Buttons Etc
then he claim ITC....
