Question is can we avail ITC (GST)on Purchase of new commercial vehicle ??

If the vehicle is used in delivering Goods then you can claim ITC.
Condition u can take ITC on vehicle
A) further supply of such vehicles or conveyances ; or
(B) transportation of passengers; or
(C) imparting training on driving, flying, navigating such vehicles
or conveyances;
(ii) for transportation of goods;
