ITC on construction contract....

dear sir or madam
I'm a contractor (works contract) and one of my clients who's having a battery factory gives us contract to build battery factory sheds and other construction related contracts he claims ITC on our bill.

The issue: We didn't upload one sales Bill belonging to that client.
He has held up the payment amount, for not uploading the bill.
I have told them I'll upload next month

Whether they can claim ITC on my bill?

No , He Can not claim input tax credit on any works contract bill , it's blocked credit under section 17(5) of the CGST Act 2017 , if he has taken the input tax credit earlier, he has to reverse the same with interest.

Take more opinion on this.
No if the inputs are used severely for the purpose of business tgen inputctax credit can be used for the same.

The ITC can't be available as per Mr Prasad Nilugal reply. Bcoz, The ITC is ineligible.
