Is ITC disallowed regarding Insurance premium paid on cars and Repair maintenance of cars???

Car is specifically blocked from availing ITC. But the ITC on insurance and repairs are not specifically Blocked in Act. Law cannot be implied, so According to my limited knowledge ITC can be claimed
