ITC CLAIMED BUT SELLER ISSUED CREDIT NOTE

i had purchased goods worth 100000+18%tax

after receiving payment the seller committed fraud issued the credit note of full invoice without any return goods or debit note from my end and which is now reflecting as a liability for me..

so bcoz of that my ITC will be reduced by 18000/-

what to do in such case ?
who will be liable for this type of fraud practice ?

you raise complaint against that registered person with his GST No. in GST Grievance/Redressal.
Raise a compliant to anti profiteering authorities by online with proofs
if i dont take any legal action for the same then i will be liable to pay that ITC CLAIMED right ??
