It was trying with chrome earlier and now with mozilla. But no success.

I flied the online form for 18(1)(c) and I didn't get any error ,did you contact the helpdesk? Try mailing the helpdesk with screenshot they will transfer it to technical team and it might be resolved. Or once try filling by deleting the entries and reentering since they have limited period for submission

The query has been raised with the GST Helpdesk, but solution from them so far. Can we file the manual ITC-01 u/s 18(1)(b) to the jurisdictional officer?
 

As per GST Helpdesk, filing of  ITC-01 u/s 18(1)(b) has not started yet. As per CBEC Notification, the last date of filing ITC-01 u/s 18(1)(b) is 31st Jan. 2018. Now whom to trust?
 

yes the due date is as you said ,but as the portal doesnot give u an option to file,it is okay to file it later,but you can even file it to local JO or AO .You will receive a receipt on submission.But even though you submit to local JO,I don't think the ITC will be reflected in your return .So I suggest you to wait or in case if you just feel better submit it to local JO and once again file it later in online when updated
