Dear Sir,
We have corporate office at HYD and we do provide services from other state and HYD office not into any business and don't want to utilize ITC. Do we still want to register Under ISD. If we registered under normal GST can we change it now. Is it mandatory for corporate office to register as ISD even if they are distributing or utilizing GST?
Please correct me if I am wrong.

If there is no business carried then no requirement to register under GST. However if you want to avail input credit accumulated there, then go for ISD registration and transfer credit
1) In the same state u can have normal registration & ISD registration
2) If you r willing to do supply in future keep the Hyd normal registration or otherwise remove it
