Is transport bill is to be considered consignment note

Some transport service providers not provide goods consignment note. They only provide bill and mention only consignee name ,weight , as as and bill amount.
In this case can we are liable to pay gst on rcm basis for fright service.
( For GTA service consignment note is mandatory ) Is bill is to be considered consignment?
Please guide in this matter.
