Is TDS paid on dividend income refundable if below taxable income?

If there's a TDS on dividend income and if the taxable income is below the threshold, say Rs 2 lakhs,

would the TDS withheld by dividend paying companies be refundable?

Yes. refundable only by filing ITR and claiming the TDS credit.

Thanks. That's what I thought.

But my account says TDS on dividend (for NRIs) is payable irrespective of income and can't be refunded. 
So, I ended up not getting a refund for the TDS though my income was below the threshold. Is there an option to amend the return to claim the TDS? 

Yes. Revised Return can be filed.
