Is supply to railways is considered as b2b supply or b2c? For the purpose of gstr1 filing.....

its depend on whether GSTIN of railway are mentioned in invoices or not, if yes it would be B2B other wise B2C
Gst number of railway will be mentioned then it is b2b otherwise b2c.
then it will treated as b2b invoice
