Is service tax is refundable when you cancelled service

Hi,

I am Ashish Nigam. I just wanted to know that if we cancelled any service without using it. the service tax which is dedected by the serivce provide is company is refundable ?.

I purchase health plan from IHO( indian health organisation) they sell that plan to me on Rs 10000 for 5 member for 1 year period. the promise some service. but when i pay that amount he denied that these promise is not in our serivce. so i cancelled my plan and asked for refund. they refunded me Rs 8000 in place of Rs 10000. saying that the Rs 2000 is service tax which is deducted  as per policy. when i say that at the time of joining you wont tell me that on cancellation you will deducted this amount. please suggest what i do for refund of Rs 2000.
