A dealer supples concrete chips,metals to "X" by puchasing those from "Y" seller who gives Bill and collects GST the dealer supplies those and raises bill and collecting GST from "X" but insist upon the suppling dealer Royalty receipt. But dealer is not paying any royality as because the dealer has not taken lease from Govt. what is solution.

What kind of royalty is he asking for?
There is no infringement or purchase of trademark or copyright
royality for paid Govt for taking lease of quarry
