Yes. As per clause (f) of Section 66E, its a declared service. Also, small service provider exemption will also be applicable.
Govt owned public libraries are not taxable...pvt doing the same business is taxable
Renting books service is attract levy of service tax subject to small scale service provider upto ten lakh.
