No... RCM not applicable from 13th Oct 2017 to 30th Sep 2019...

As per Notification 22/2018 CT (r) , inward supply from URD is deferred to 30/09/19, such inward supply is treated as Exempted purchases. RCM not applicable.
It's not exempted and RCM not applicable...
