If you have not crossed SSI exemption limit of 1.5 cr in F.Y then you need not register with department and also cannot avail cenvat credit on inputs, input service and capital goods. Further, on crossing 90 lakh turnover, you should inform to central excise dept called vide declaration letter. For including what turnover forms part of 1.5 cr and what is not considered please refer notification 08/2003 Central Excise Search in google you will find many case laws in this regard.
