Huge difference between ipce 1st rank holder(83.42%) n pcc 1st rank holder(65.83%)

is icai doing partiality in giving marks to students or is it just by chance??
if icai is doing partiality then i will better switch to ipcc.i am not discouraging my pcc frnds here n i m not afraid of wroking hard and passing in tough circumstances when marks are low but if i can get better marks for same amount of hardwrk by switching to ipcc then it will improve my career prospects.
i request experts to share their view on this.
i have not filled up my exam form for may'12 exams.can any body tell me if i can switch now n fill up the exam form or is it too late for switching?
