'Builder is ready to give NOC to owner.'.......... When possession is already given.......... implies no dues pending to builder............ If no payment required to be made...... question of GST doesn't apply. But the catch is, builder may demand on any pretext (may be just difference of rates !!!) so get Archtect's certificate from the Builder that the building is complete.....
