If someone want to purchase flat and pays advance money of 1 lakh before BU permission.And remaining payment i.e. 40 lakhs made after the BU permission.

The builder cannot charge GST on advance amount & full payment received by him after completion certificate of building
Yes If builder reced advance before receipt of completion certificate the GST will be charged on advance amount & also on final payment made by his clients
