Is dividend income a part of turnover ? If not then please explain why

No. It is not a part of turnover. Turnover is the total sales made by a business in a certain period. It's sometimes referred to as ‘gross revenue’ or ‘income’.

Dividend is clubbed under 'Income from other sources'

Dividend is not an outward supply therefore it is not included in turnover under GST.

Dividend is not a part of total income because this is income from investment not from operating activities, so total turnover only cover on which our business is operated i.e. main activities of business.
but exception is there to reverse the ITC
