Interstate rental income in gst

Dear Sir

If someone is residing in Delhi and having commercial rental income below 20 lakh limit from haryana, do he have to register for GST.  

Do his tenant will cut GST while making rent payment as the owner is unregistered supplier of servises.

Yes the person has to register and pay the tax. The onus to pay tax is on the supplier hence the person residing in Delhi has to charge IGST and pay the GST
sir he says his rental income is below 20 lakhs, then it is exempt from GST.
if a pan card has total income of service part below then 20 lacs need not to register under gst. but if he wants to pay then he may pay to govt.
but in the given case it is a interstate supply, and in case of interstate supply there is no limit of 20 lakhs.
I am from Delhi and my commercial property in haryana and received rent from haryana then I require to register in
