Facts are not clear from your Qn. But I will try.
If you are Mfg in State A, you need a GST registration in State A.
If you have a branch in State B, you will need a separate GST Registration in State B.
If you take Stock from State A to State B occassionally to Exhibitions or Fairs for sale, then you may need to register in State B as a "Casual Taxable Person".
