Can anyone help me to know that how to take input tax on service tax.
I raised a service tax bill in June 2017, But due to service not provided client asking for refund the money.
So how I will book credit note and take service tax credit in GST.

Yes your can issue a credit note by reducing GST outward , on Pre GST Invoice.
but cannot claim service tax as it is no more in force
