one company having different registration in different states by same pan number..they purchase one item in one state and delivered to other state by same invoice by billing in one state delivery in another state. they can claim ITC where billing address is mentioned?

Yes can claim credit at the billing address
Let , the supplier bill to the company which is in Delhi and the supply actually shipped to the company which is in Kolkata, then the company which is in Delhi eligible for take credit for the supply.
