Can the first stage of supplier is eligible to avail ITC under gst? if not why?

Under GST no need to follow 1st Stage or 2nd Stage dealers. Only Based on Invoices and It's eligible business transactions...

Yes... You can avail the ITC benefits if You are dealing eligible business...

there is no 1st party , 2nd party or 3rd party in GST. Only sellers and buyers deals with gst bills. So you can have input tax without any delay or confusion .
