Input of inter state cgst

Hi All,

I understand that SGST of one state cannot be set off against the SGST of another state. Can we adjust the CGST of one state against SGST of another state? e.g can vendor of Gujarat who has charged SGST and CGST, can this CGST be adjusted agianst CGST of Maharashtra ? I am getting contradicting views on it.

Do help me with explantion/references please
