If you are jewellery dealer than you can. If you purchases this jewellery for personal use than you can’t.

ITC Blocked as per Se. 17 of Below mentioned details
Goods or services or both used for personal consumption;
If jewellry taken for sale purpose in business, ITC can be claimed else not possible.
