input credit availability on old invoices

Any services rendered during the period of jan'17 and vendor has raised invoice as per service tax laws but due to some issue in invoice it was not processed by receiver of services now after july what will happen, can vendor be able to raise new invoice as per gst act also receiver is able to take input credit of that.
