Information on phd

Dear Professional Friends, I am an Associate Member of ICWAI. I wish to pursue Phd program. I have come across Nagpur University that recognises ICWAI qualification for their Phd program. But, they need a Fellow Member at the time of registration. I had completed ICWAI in December 2008. Being a fellow member is just a matter of time. My question is, if the Nagpur University can give me a provisional admission for their PHd program now. And ensure that I become a fellow member till I complete the Phd program ( it takes minimum 3 years to complete ). Else, can any one suggest any other university that recognises an Associate Member of ICWAI for their Phd program. I do not wish to get Phd done through private or deemed universities. Please help.
