Folks - I have a peculiar situation here.

A PAN card issued to me was also issued to some one else. That is One PAN number and two allottes. IT database would not show my name but the other man's name on the web site with that PAN number, even when I got the PAN card with my name and photo on it.

I contacted IT and they issued me a fresh PAN card with new number. However, my employer issued Form 16 with my old PAN number.

Having received my new PAN card, I filed my IT Return (AY 2008-09) with my new PAN number and claimed a refund of about Rs. 20,000 which was due as per tax calculations.

It is now over two and half years and I have not received any refund. The fellow who submitted my IT return claims that he is following with IT guys and a refund shall eventually come.

My question is what is the right approach to get my refund ?

Any help would be appreciated.

How will you get refund because as you saying that employer issue form 16 with old PAN and you submit your return with Fresh PAN and check 26AS on income tax website. Write a letter to AO regarding it  and with proper documents i.e. zerox copy of  IT Return copy, Old PAN & New PAN and proof of Advance Tax , TDS deducted or 26AS Statement. Or second alternative is ask your employer to revise TDS return with your New PAN. 

Its very difficult and next to impossible that you would get a refund electronically, since the Tax credit has might have been given to the assessee  holding your old Pan Number.

It would be better to write an application to the Income Tax Officer and claim the refund.
