Quick Summary
If you're working outside of India and earning income there, you generally don't need to file an Income Tax Return (ITR) in India, especially if taxes have already been paid in the country of employment. However, your residency status in India is crucial. Non-residents are typically not taxed on income earned abroad, while residents may be liable for tax on their global income. It's advisable to consult tax treaties between India and the country of employment for specific guidance.

Not required to file ITR if income earn from outside India & pay tax
If he is there then he filed there's as per two countries ddta
If your friend is non-resident then income accrue or arise outside India is not taxable in India. but if your friend is resident, his global income is taxable india
If the person is working outside from India, he/she is not required to file for ITR. However, he/she will be charged with other kind of taxes such as being taxed while buying a property. I hope this helped.
