Income tax return for previous two AYs
I want to file income tax return for last two years ie AY 2017-18 and AY 2018-19. Now in this year can I file those two years returns?

As such you cannot file ITR of any of these years, unless you have losses to be carry forward; or ANY REFUND CLAIM ...
In that case permission is to be obtained from ITD u/s. 119(2)(b) ....
Generally can't file. if losses then no way it will lapse
