I have PAN No. My Fixed Income is Rs. 26000.00 and no other Income. Its below the exemption limit, so I need to file I T R for A Y 2019-20 ?

no only if income is more than 250000 then require itr
If income is less than 2,50,000 then it is not mandatory to file IT return but if u want u can voluntarily get your return filed
You are not compulsorily required to file return.
