No you can't file unless the delay is condoned by competent authority subject to conditions

@ Mr Pankaj Jakhar.,

No... You can't file ITR in normal provisions for FY 16-17 and 17-18...

In case You want to claim any refund or carry forward loss then You can file Condonation delay request for filling ITR said periods...
Otherwise no way...

Yes, the IT return for FY 2016-17 & 2017-18 is time barred now.

These returns cannot be filed without any condonation of delay now.

@ Pankaj Jakhar,

ITR can be filed with current date either under normal provisions or under special provisions..

Filing ITR's with back date is not acceptable..

Even if it is paper return then it has effective from the date of submission to IT dept.

Yes... You can file ITR if You want to claim refund of TDS amount...

Try to file Condonation delay request u/s 119(2)(b)...
