Income tax rebate under home purchase clarification require

Self alloted a flat under afordable husing haryana 500 sqft area may 2016.

1) total cost 22.5 L + registration cost 

2) 19.25 money paid by own arrangement and encashig old savings instruments like NSC etc.

3) 8.44 L paid this financial year and rest last FY

4) Pocessasion Feb2020

5) Loan applied and repetedly not disburshes due to builders reasons.

wish to understand whether I can claim tax rebate while filing ITR  now. 

if yes please guide how.

You can take deduction u/s 80c of registration charges and stamp duty paid at the time of purchase upto 1.5lac

other than 80 c any head pl guide

Since your 80c limit of 1.5lac is crossed you cant further take any deduction under it.
