In case final exam what can used for underline important word in answers pencil or black pen, if answers are written by blue pen

Underline by blue pen only or pencil. Don't use black pen except on first page. Paper should be written by one ink only.
Use one ink only (no pencil .........not more than one color)
no underlines are required
