Import duty on used rails / hms 1&2

THIS ITEM OCCURS IN ITC CODE 7302 , DUTY IS BCD 10%, CVD 10%, CENTRAL EXCISE EDU CESS 3%

CUSTOM EDU CESS 3% AND SAD 4% (IN CASE OF IMPORT BY YOU) IF YOU IMPORT THIS ITEM DUTY WILL BE  APPROX 27%.

We've contacted suppliers to supply HMS1/ 2. The origin of the scrap is from UK. We are acting as mediators. Will you please guide us, as to what kind of duties does HMS1/2 attract on Nhav Sheva Port? 

i want to get some good advice that if i want to import plastic scrap material. can i do that? or plastic scrap is ban in india. how can i know this thing?
