Impact on project cost

Sir,

Before completion of work, GST rate was revised from 12% to 18%.  Will it be considered as increase in work cost?  if 

1. work was awarded for ₹ 1,00,000 (including GST)
2. work was awarded for ₹ 1,00,000 (GST Extra)
