is it that if you are liable to pay igst you have to get registered irrespective of turnover

No............. its otherway............ You must register under GST if liable to charge IGST.......

dear friend, as per the act
Every person who is liable to be registered under Schedule V of this Act shall apply for registration in every such State in which he is so liable within thirty days from the date on which he becomes liable to registration

In simple words a dealer does not need to register for GST if he purchases from another state (provided turnover is below Rs 20 lakhs), but need to register for GST if he sells to other state and there is no threshold limit of Rs 20 lakhs.
i am an ifa(mutual fund distributor) my amc is in maharashtra but i am in madhya pradesh.My taxable turnover is less than rs 10 lacs do i need to register myself
since ur servicing is also simply in another state also , so u need to register under the schedule.
subject to special permission/exemption if any.
also u can simply say that if u are collecting (56) or deducting (46) tax then u are liable to register.
irrespective of anything (turnover or else)
