no not payment, in what cases (example) can igst be payable by a person on RCM mechanism

Yes... In case supplies received from the suppliers who is supply ~~u/s 9(3) of CGST~~ & sec 5(3) of IGST

suppose if A in delhi provides services to B in UP, on which RCM is applicable and services are provided in UP, so A will be liable to pay IGST or CGST/SGST on RCM ?
