In the march 2019 & April 2019- There was Amendment..

But IGST ITC should be first utilised against IGST liability.Only balance if any can be utilized for CGST or for SGST

Yes credit of igst can be utilized for payment of sgst.

Yes offcourse first IGST balance need to be fully exhausted
