I was reading today a chapter of vouching and a query arose in my mind when i read the following lines.
Travelling expenses:Check whether permission of RBI has been obtained for expenditure in foreign currency.
So my question is, is it necessary to take RBI permission for expenditure in foreign currency? What the sentence wants to tell?

RBI has issued guidelines for use of forex in certain cases, exceeding limit may need permission from RBI
