It's based on Turn Over...
Turn Over above 1.5cr then HSN summary and Details is mandatory...
Turn Over less than 1.5cr then it's not mandatory...

But what if i have file return only by giving detail in b2b column rather than showing proper HSN code descripttion...
as clarified by department, HSN summary is not mandatory, however the assessing officer may require it at the time of assessment

If a gst registered person has below 20 lakhs, he made return filed with wrong HSN summary
Then what problems he has to face .
